How do you catch rakiou and entei in pokemon soulsilver version?

heres my story: I weaken Entei's health to about 1hp. I have a level 34 haunter, I use mean look. Then I use hypnosis to make it fall asleep. I use an ultra ball but he doesn't get captured. What am I doing wrong?
